A ‘Warp Whistle’ isn’t the kind of item you find often in video games, especially video games targeted at children, because the temptation to “try something secret, and cool” like the Warp Whistle is just too great for many, and when that happens, the player misses out on some of the most interesting, and different worlds in the middle of Super Mario World 3.
In this humorous parody, Bowser gives Mario a tough time over using the Warp Whistle, and makes him regret actually using it; because rescuing your kidnapped girlfriend is about the journey, not the destination.
